Deuteronomy 1. Moses Retells Israel’s Journey

  • Deuteronomy means “Second Law”, δΡύτΡρος (deuteros) = β€œsecond”, Ξ½ΟŒΞΌΞΏΟ‚ (nomos) = β€œlaw”
    • The Hebrew is דְּבָרִים Devarim, or “Words”
  • Deuteronomy picks up right after the end of Numbers, but instead of advancing the story it takes a pause
  • The whole book is essentially Moses’ final speeches and instructions to the people, given over about a month before his death.
    • First Speech: Historical Review (Deut. 1:1-4:43)
    • Second Speech: Covenant Renewal and Laws (Deut. 4:44-28:68)
    • Third Speech: Covenant and Future Hope (Deut. 29:1-30:20)
    • Conclusion: Final Acts of Moses (Deut. 31:1-34:12)
  • A lot of Deuteronomy is summarizing what has already happened.

The Command to Leave Horeb

These are the words that Moses spoke to all Israel beyond the Jordan in the wilderness, inΒ the Arabah oppositeΒ Suph, betweenΒ Paran and Tophel, Laban, Hazeroth, and Dizahab.Β 

  • Moses will speak to Israel as they prepare to enter Canaan

2Β It is eleven days’ journey from Horeb by the way of Mount Seir toΒ Kadesh-barnea.Β 

  • What should have taken 11 days, took 40 years.

3Β In the fortieth year, on the first day of the eleventh month, Moses spoke to the people of Israel according to all that theΒ LordΒ had given him in commandment to them,Β 4Β afterΒ he had defeated Sihon the king of the Amorites, who lived in Heshbon, andΒ Og the king of Bashan, who lived in Ashtaroth and inΒ Edrei.Β 5Β Beyond the Jordan,Β in the land of Moab, Moses undertook to explain this law, saying,Β 6Β β€œTheΒ LordΒ our God said to us in Horeb,Β β€˜You have stayed long enough at this mountain.Β 7Β Turn and take your journey, and go toΒ the hill country of the Amorites and to all their neighbors inΒ the Arabah,Β in the hill country and in the lowland and in the Negeb andΒ by the seacoast, the land of the Canaanites, and Lebanon, as far as the great river, the river Euphrates.Β 8Β See, I have set the land before you. Go in and take possession of the land that theΒ LordΒ swore to your fathers,Β to Abraham, to Isaac, and to Jacob, to give to them and to their offspring after them.’

  • Moses speaks to all Israel east of the Jordan, in the wilderness near the Jordan in the 40th year, 11th month, after leaving Egypt.
  • God told Israel to break camp at Mount Horeb (Sinai) and go to the land promised to their ancestors- it’s finally time!

Leaders Appointed

9Β β€œAt that timeΒ I said to you, β€˜I am not able to bear you by myself.Β 10Β TheΒ LordΒ your God has multiplied you, and behold,Β you are today as numerous as the stars of heaven.Β 

  • A callback to the Abrahamic covenant! (Genesis 15)

11Β May theΒ Lord, the God of your fathers, make you a thousand times as many as you are and bless you,Β as he has promised you!Β 12Β How can I bear by myself the weight and burden of you and your strife?Β 13Β Choose for your tribes wise, understanding, and experienced men, and I will appoint them as your heads.’ 

14Β And you answered me, β€˜The thing that you have spoken is good for us to do.’ 15Β So I took the heads of your tribes, wise and experienced men,Β and set them as heads over you, commanders of thousands, commanders of hundreds, commanders of fifties, commanders of tens, and officers, throughout your tribes.Β 16Β And I charged your judges at that time, β€˜Hear the cases between your brothers, andΒ judge righteously between a man and his brother or the alien who is with him.Β 17Β You shall not be partial in judgment. You shall hear the small and the great alike. You shall not be intimidated by anyone, forΒ the judgment is God’s. And the case that is too hard for you, you shallΒ bring to me, and I will hear it.’ 18Β And I commanded you at that time all the things that you should do.

  • Moses recalls appointing chiefs, judges, and leaders to help govern because the people had grown numerous and tells them to judge fairly.

Israel’s Refusal to Enter the Land

19Β β€œThen we set out from Horeb andΒ went through all that great and terrifying wilderness that you saw, on the way to the hill country of the Amorites, as theΒ LordΒ our God commanded us. AndΒ we came to Kadesh-barnea.Β 20Β And I said to you, β€˜You have come to the hill country of the Amorites, which theΒ LordΒ our God is giving us.Β 21Β See, theΒ LordΒ your God has set the land before you. Go up, take possession, as theΒ Lord, the God of your fathers, has told you.Β Do not fear or be dismayed.’ 22Β Then all of you came near me and said, β€˜Let us send men before us, that they may explore the land for us and bring us word again of the way by which we must go up and the cities into which we shall come.’ 23Β The thing seemed good to me, andΒ I took twelve men from you, one man from each tribe.Β 24Β AndΒ they turned and went up into the hill country, and came to the Valley of Eshcol and spied it out.Β 25Β And they took in their hands some of the fruit of the land and brought it down to us, and brought us word again and said, β€˜It is a good land that theΒ LordΒ our God is giving us.’

26Β β€œYet you would not go up, but rebelled against the command of theΒ LordΒ your God.Β 27Β AndΒ you murmured in your tents and said, β€˜Because theΒ LordΒ hated us he has brought us out of the land of Egypt,Β to give us into the hand of the Amorites, to destroy us.Β 28Β Where are we going up?Β Our brothers have made our hearts melt, saying,Β β€œThe people are greater and taller than we. The cities are great and fortified up to heaven. And besides, we have seenΒ the sons of the Anakim there.”’ 29Β Then I said to you, β€˜Do not be in dread or afraid of them.Β 30Β TheΒ LordΒ your God who goes before youΒ will himself fight for you, just as he did for you in Egypt before your eyes,Β 31Β and in the wilderness, where you have seen how theΒ LordΒ your GodΒ carried you, as a man carries his son, all the way that you went until you came to this place.’ 32Β Yet in spite of this wordΒ you did not believe theΒ LordΒ your God,Β 33Β who went before you in the wayΒ to seek you out a place to pitch your tents, in fire by night and in the cloud by day, to show you by what way you should go.

  • Spies were sent to scout the land, but the people rebelled after hearing their report. Despite God’s promise, they refused to go.

The Penalty for Israel’s Rebellion

34Β β€œAnd theΒ LordΒ heard your words and was angered, and he swore,Β 35Β β€˜Not one of these men of this evil generation shall see the good land that I swore to give to your fathers,Β 36Β except Caleb the son of Jephunneh. He shall see it, and to him and to his children I will give the land on which he has trodden, because he has wholly followed theΒ Lord!’ 37Β Even with meΒ theΒ LordΒ was angry on your account and said, β€˜You also shall not go in there.Β 38Β Joshua the son of Nun,Β who stands before you, he shall enter.Β Encourage him, for he shall cause Israel to inherit it.Β 39Β And as forΒ your little ones, who you said would become a prey, and your children, who todayΒ have no knowledge of good or evil, they shall go in there. And to them I will give it, and they shall possess it.Β 40Β But as for you,Β turn, and journey into the wilderness in the direction of the Red Sea.’

  • God declared that none of that generation (except Caleb and Joshua) would enter the land.
  • Moses is also told he will not enter because of his actions (Numbers 20) and the people are told to turn back toward the wilderness.

41Β β€œThen you answered me,Β β€˜We have sinned against theΒ Lord. We ourselves will go up and fight, just as theΒ LordΒ our God commanded us.’ And every one of you fastened on his weapons of war and thought it easy to go up into the hill country.Β 42Β And theΒ LordΒ said to me,Β β€˜Say to them, Do not go up or fight,Β for I am not in your midst, lest you be defeated before your enemies.’ 43Β So I spoke to you, and you would not listen; but you rebelled against the command of theΒ LordΒ andΒ presumptuously went up into the hill country.Β 44Β Then the Amorites who lived in that hill country came out against you and chased youΒ as bees do and beat you down in Seir as far asΒ Hormah.Β 45Β And you returned and wept before theΒ Lord, but theΒ LordΒ did not listen to your voice or give ear to you.Β 46Β SoΒ you remained at Kadesh many days, the days that you remained there.

  • The people tried to go into the land on their own, ignoring God’s warning and they were defeated by the Amorites and forced to retreat, remaining in Kadesh for a long time.
